Samuel Woods is a United States Attorney, meaning he is the chief federal law enforcement officer in the judicial district he serves, and a position (usually appointed by the President of the United States) that comes with a lot of power, even if he has never flashed it around before. Why do you think Adam & Zach want to be in Sam’s good books so to speak? So when Jack called Sam and apprised him of the reason (which he also knows about, as Erica had already asked for Sam’s help) why Erica was unfairly put in solitary confinement, he could step in and supersede the Warden’s decision without having to go to the Federal Bureau of Prisons, the authority she directly reports to. I think Sam could even physically go in, without it being exaggerated, and carry Erica out of the solitary cell, rather than have the guards do that for him.
In this case the rule really did not change it is just a matter of who one knows. World famous Erica Kane has always known powerful people, even for real - Warren Buffett the richest man in the world just visited her and advised her to occupy her mind in prison playing bridge. But back to Erica knowing a US Attorney, in this case it got her quickly out of an unfair situation of abuse of justice, in prison. Yes I know he prosecuted her, but that does not mean he wants to see her mistreated in prison. She should not have been put in solitary confinement in the first place, as the reason did not warrant the punishment. Someone like Carmen may not have been so lucky because she does not know the ‘right’ person to release her from an unfair situation of abuse of justice.
I will pass on the make-up/dress-up rule, as g_g says below, that very well may have changed for Erica Kane.
