I know I've brought this up before, but I have to say it again:
I really wish TPTB would bring John Enos back as Bobby Marsino. He was such a great character, and I loved him with Nikki. Now would be the perfect time for his return, because we all know eventually her relationship with David (a yawnfest) will fall apart because of his gambling.
Other characters I'd love to see return are:
Nina Webster, she has ties to Katherine and Jill, and there's still the unresolved issue of her never finding the baby that was stolen from her. Also, I'd love to see her form a new relationship with Michael, because she has yet to see the new Michael, she only knew him when he was still a bad guy. So many interesting possibilities for Nina!
Ashley Abbott, she could be there for Victor when his relationship with Sabrina (mercifully) ends.
Larry Warton, he needs to see his old friend Jill, and get a job working with Paul Williams and J.T.
Diane Jenkins, I don't think there would be one person in GC that would be happy to see her!
Wow, I actually agree with just about every statement below regarding bringing back some great characters, as they all have more depth and true GC connections than the current crop of newbies. The only exception is Brittany. Nothing against Lauren Woodland, but I've had enough of that character.
Yes, Bobby could be brought back by saying his death was faked because he needed additional protection from the mob and that his adversaries had been killed or jailed in recent months, eliminating the need for his hiding (presumably out of the country). He's much better with Nikki than David.
Although I think Ashley and Victor as a couple have run their course, I would tolerate it if got Sabrina out of the picture and Ashley back from B&B. Ashley DOES make Victor more tolerable to watch, and since Grambo ain't goin' anywhere any time soon, it is much preferable to watching Victor and Sabrina play kissy face. (Good point below regarding Ashley's divided loyalties between Victor and Jack and the dynamic that creates with the storylines).
Also, I totally love Nina and hold hope that one day the actress (whose name escapes me at the moment I'm embarrased to say) will want to return. She would be entrigued by the situation with Cane and could most assuredly explore the details of it on the pretense of writing a new book. (Such a storyline could be awesome if the writers really planned it out with twists and turns over a period of months or years.) And Nina's relationship with Nu-Michael, Kevin and Gloria could be interesting and funny. I would love to see Nina's reaction and wit as she learns how insane Gloria is and the disfunctional nature of the whole Baldwin/Fisher clan. I can see Nina bonding with Jana before she realized how she was connected to Kevin and Michael. Then she would be conflicted with how to handle her newfound friendship before finally realizing that Jana is pretty wacko too, but not a bad gal. (And more airtime with Jana NOT in jail or a loony bin is a good thing.)

I agree with everyone of your choices. Bobby and Nikki were dynamite. I would love Ashley and Victor to get together and actually for Nikki and Victoria to give her their blessing. I am also tired of Eileen doing great work at B&B, only to be put on the backburner. Nina is my all time favorite and yes, there are alot of possiblilitie. I just love Larry. I hate Diane's character but would it is a love to hate, she needs to take Gloria's place as the resident vamp.
The following forgotten characters need to either come back or be referred to on a more regular basis.
